Blair goes to a European
summit on the new EU Constitutuion and comes back triumphant
that nobody has parked on his "red lines" (issues such
as tax levying and foreign policy). He claims victory, declaring
that the EU will remain "not a superstate, not a federal
state but a group of nations".
